Programs Officer – Israel Emergency Response

IsraAID is looking for a dynamic Programs officer to join our team responding to the ongoing emergency in Israel.

Location: Tel Aviv + hybrid

Duration and capacity: Full-time, 6 month maternity leave, with an option to extend

Answers to: Head of Israel Mission

At IsraAID, our mission is to support people affected by humanitarian crises. Since 2001, we have responded to crises and emergencies in more than 60 countries, partnering with local communities to rebuild their lives, and their futures, together.

IsraAID is now working to support affected and displaced communities across Israel, following the October 7th, 2023 attacks, focusing on Psychosocial support and educational programs. We work with more than 15 communities from the South and north of Israel.

KEY RESPONSIBILITIES

Programs

Support the development and drafting of programs documents (logframe, program descriptions, budgets, gantts, MoUs, concept notes, etc), along with IsraAID’s experts in the mission and project managers
Overview and support the programs life cycle management (development and approval processes, creating commitments with partners, implementation, funds allocations and transferring, reporting, etc)
Reflect overview and status on programs and processes to the head of mission, the community programs manager, the technical Unit the operation manager and HQ, highlight pipelines, potential obstacles and opportunities.
Provide coordination and an information sharing between the operations and programs teams, the head of mission, the technical unit and HQ
Develop frameworks, tools and templates for developing, management and monitoring of programs.
Support the development of strategies and definition of goals and objectives in collaboration with the mission management team and technical advisors
Support the planning and implementation of overarching strategic processes of the mission.

Data collection and Reporting

Coordinate and facilitate data collection, analysis and monitoring for programs.
Provide regular narrative updates of IsraAID’s work and projects with displaced communities, with bullet points sharing key highlights, including beneficiary numbers and other programmatic information.
Support IsraAID’s Programs team at HQ with various needs & requests such as writing reports, proposals and other relevant documents.

Representation and Other Responsibilities

Onboarding incoming staff members on subjects such as the missions activity, organizational structure, planning processes and program implementation.
Focal point for the daily operations of IsraAID’s project management and tracking platforms (Monday.com and others).
Represent IsraAID’s vision and mission in line with organizational vision and with full guidance by the Head of Mission and/or Region Coordinator.

REQUIREMENTS

Experience in international development, emergency management or other related fields
Proven experience in program management, design, implementation, monitoring and evaluation (MEAL)
Ability to handle multiple tasks simultaneously in a fast-paced environment, and meet deadlines
Ability to synthesize complex information and communicate it effectively to diverse backgrounds and scenarios
Team player, collaborative and with the ability to work with people of diverse academic and cultural backgrounds.
Sensitivity & strong people skills
Computer proficiency in Windows environment and Google Workspace
Experience with project management platforms - advantage
Fluent in English & Hebrew
