Background

Background:

More than 56 years of Israeli military occupation and 16 years of blockade of Gaza as well as political division between Gaza and the West Bank has resulted in a protracted political crisis leaving many Palestinians struggling to live a life with dignity. Recurring hostilities and the latest October escalation which has so far resulted in over 38,700 deaths and close to 89,100 injured. Gaza has been under siege for over 10 months with little humanitarian access for supplies and human resources. There has been mass displacement of 1.8 million people. The average number of internally displaced persons (IDPs) per UNRWA shelter has reached nearly four times their designated capacity, with little access to basic needs (water, food, sanitation) and amenities, increasing the risk of disease outbreaks. The ongoing war is leaving people with deep psychological trauma.

13 out of 36 hospitals are partially functioning, 45 PHC facilities out of 89 are functional. 28 patients reportedly died of malnutrition. In northern Gaza 12.4%-16.5% of children (6-59 months) with acute malnutrition. In southern Gaza 2-6% of children with acute malnutrition. In addition, to the ongoing outbreaks of diarrheal illnesses and hepatitis A.

MOH MH services are not functional (there used to be 6 community MH centres and one psychiatric hospital) only one CMHC in Rafah and two PHC centres providing MH support and psychotropics. UNRWA and local NGOS such as GCMHP are providing support in Rafah area too.

Organizational context:

Reporting to the Mental health team lead, and working closely with the health cluster, the incumbent is expected to discharge the MHPSS Technical working group in both Gaza and West Bank responsibility towards effective information management. S/he will engage with the local authorities, UN partners, NGOs, cluster leads and non-health actors to establish strategic partnerships in respect of multi-dimensional information management processes.

Purpose of the Position:

To promote and uphold the humanitarian principles by supporting a coordinated and effective information management component of the MHPSS TWGs response in WB and Gaza, at sub-national and national levels, through effectuating WHO’s commitment to work within the framework of the Interagency Standing Committee (IASC) and the Cluster Approach.

Objectives of the Programme and of the immediate Strategic Objective:

The mission of WHO’s Health Emergencies Programme (The Programme) is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.

Duties and Responsibilities

The incumbent will perform the following duties:

Support the timely and high-quality collection, analyses, production, and dissemination of data/information. This includes response-specific information (who, what, where, how many, how quickly, current status), TWG inputs for different clusters (Health, Protection & Education) situation reports (SitReps), rapid needs assessments, the MHPSS Situation Analysis; and MHPSS inputs into humanitarian needs overviews (HNO), and humanitarian response plans (HRP)/ Flash Appeals.
Collect and maintain information from partners & three clusters , including contact lists, performance monitoring, MHPSS data, MHPSS situation data, MHPSS response data, etc.
Closely follow up on the geographic analysis for maps and other reports (such as dashboards, SitReps, GIS mapping, etc).
Upon delegation provide information sharing between institutions, to strengthen access to information from other organizations and clusters, and to contribute to inter-sectoral dashboards and reports
Undertake inter-agency initiatives, particularly with OCHA, related to information management, seeking to improve information sharing between institutions, to strengthen access to information from other organizations and clusters, and to contribute to inter-sectoral dashboards and reports.
Technically review the information input into the planning and data/information management process on data gathering and analysis, quality assurance, performance monitoring, information, dissemination and management.

Required Skills and Experience

Educational background:

Essential

First level university degree in information or data management, computer sciences, statistics, applied math, public health, or a related field.

Desirable

Specialization in information management systems. Specific training in humanitarian response or emergency information management.

Professional experience and knowledge:

Essential

At least one year of related experience in information management, monitoring, needs assessment, project management, data management and information dissemination in the public health sector or health development sector, part of which in emergency management or humanitarian context.
Advanced use of MS Office, particularly spreadsheets, data visualization and analysis tools, and databases
Design and management of information systems

Desirable

Functional Knowledge and Skills:

Demonstrated ability to design, manage and analyze complex information system projects including GIS, computer-based applications and databases, web-based tools
High level of analytical skills.
Knowledge of programme management and functioning of WHO and the UN system is an asset.

Language Skills:

Excellent knowledge of English and Arabic.
