Head of International Advocacy
Physicians for Human Rights Israel (PHRI) is an Israel-based human rights organization that works to save lives, dismantle political structures of oppression and dispossession and guarantee the right to health for all people living under Israeli control. Founded in 1988, PHRI’s work is informed by the principles of medical ethics, human rights, and social justice. With the support of thousands of medical volunteers, PHRI provides direct care to over 30,000 marginalized men, women, and children each year and assists them in receiving otherwise inaccessible and unaffordable healthcare. We track emerging trends, document human rights violations, and then conduct advocacy and legal activities to overturn abusive structures and unjust and discriminatory policies, with a focus on the occupied territories, prisoners and detainees, migrant workers, refugees and undocumented persons, and marginalized communities within Israel. This work is coupled with media outreach, public campaigning, and education to the Israeli public and healthcare professionals to promote a human rights perspective and foster a culture of ethics among medical professionals.
The Head of International Advocacy at PHRI will be responsible for developing and implementing the organization’s international advocacy strategy. This will include directly advancing several organizational priorities, as well as supporting PHRI’s programmatic departments by providing and carrying out an advocacy lens in collaboration with the departments. The role includes both written and in-person engagement with UN mechanisms, the diplomatic community, and international organizations.
Education/Experience Requirements
A successful candidate must be familiar with the functioning of the international human rights system, understand the human rights-based approach, and have demonstrated experience in devising and carrying out advocacy goals. The candidate must have experience in workplaces requiring teamwork and cooperative working relationships and must also have excellent writing skills in English and an understanding of promotional and advocacy work. Availability is required to travel nationally and internationally and to attend meetings/events after working hours, when necessary.

• Excellent writing and public-speaking skills in English;
• Understanding of international law, ability to express themselves concisely and diplomatically in line with human rights language;
• Proven ability to build networks with diverse partners in pursuit of common goals;
• Ability to get organized and to establish time-lines and priorities to achieve goals;
• Self-motivated, and able to work effectively under pressure, independently and within a team;
• Native proficiency in English
• Full professional proficiency in Hebrew and Arabic – an advantage
Activities/Responsibilities
The activities and responsibilities of the International Advocacy Coordinator include but are not limited to the following:
• Designing and implementing PHRI’s international advocacy strategy, according to PHRI’s focus and goals
• Writing, publishing and disseminating advocacy materials, including UN alternative reports, updates for diplomats and other documents as needed
• Organizing and participating in advocacy briefings and other events including in the evenings and weekends, as needed.
• Utilizing an advocacy mindset and tools to help devise, and support, the priorities of PHRI’s programmatic departments.
• Maintaining and expanding PHRI’s network within the diplomatic community and international civil society organizations, including the medical community.
• Documenting the aforementioned activities.
