DUTIES AND RESPONSIBILITIES

The LRT D&B Design Manager / Technical Manager is responsible for:

Lead, manage and coordinate the consortium design team including all technical aspects regarding quality of the tasks performed by the members of the design team
Represents technically the consortium, vis-à-vis the customer, the Engineer, the Project Management Consultant (PMC), the relevant third parties (MOT, MOI, civil defense, etc…), and more generally the Project stakeholders
Ensure consistency, coordination, completeness, compliance and performance of the Civil Works & MEP (CW&MEP) and Railway Systems (RSY) designs to the contractual requirements
Ensure the overall technical integration of the RSY and CW&MEP elements of the full turnkey Light Rail Transit (LRT) system. Lead the design integration between the RSY entity, the CW&MEP entity and third parties designs
Ensure a proper execution and coordination of the required design management processes between the two consortium entities (RSY and CW&MEP entities)
Control the technical consistency through a strong interface management internally and externally to the consortium
Ensure key Design management process are in place and deployed consistently within the Consortium: requirements management; configuration and change management processes and RAMS
Be responsible for the overall technical management, control, administration and supervision of the design of the consortium scope, services, tasks, activities and actions required to be performed or implemented by the consortium
Coordinate the technical reporting to the Consortium Management up to the Steering Committee, the Engineer, the PMC and the Client
Ensure external stakeholders management and support the consortium director on all technical aspects
Define the consortium master design schedule, ensuring a good coordination of the consortium partners’ design activities, and to ensure a proper coordination with the third parties

Define and implement an appropriate interface management methodology that will we shared within the consortium and with all external stakeholders.

Educational Requirements

Mandatory:

Advanced University Degree in Engineering

Mandatory:

Broad knowledge of railway systems, operating requirements, available equipment and systems, Civil Work design and construction and installation constraints
At least 15 years of experience in Railway system engineering in an international project

Expert in System Engineering

Competencies & Skills

Civil Work design and solutions knowledge
Transit System design and solutions knowledge
Knowledge of the project execution processes along the V-cycle in a large D&B project
Knowledge of the RAMS requirements for large public railway systems
Excellent coordination, leadership and communication skills
Fluent in English, and fluent in contract language

Broad knowledge of the rail environment is a plus
